Mr. Chris Hilkene
Consultant on the Environmental Sector

Mr. Hilkene is a former advisor to the Federal Minister of the Environment, where he worked on a wide range of issues relevant to all areas of Environment Canada, including programs of the Meteorological Service of Canada, The Environmental Conservation Service, and the Environmental Protection Service.  More generally, he has provided advice to Environment Canada on information and outreach strategies.  Part of this work involved identifying opportunities for integrating a number of Environment Canada's on-line data and information resources.

As SPR's Senior Consultant on Environmental Issues and the Environment Sector, Mr. Hilkene brings a wealth of knowledge and experience related to the Canadian environmental industry.   He has been involved in key industry and professional organizations such as the National Sector Team on the Environment, the Canadian Environmental Industry Association, the Canadian Council on Human Resources in the Environment Industry, the CETACs, the Air and Waste Management Association and the Ontario Society of Environmental Managers.

On a volunteer basis, Mr. Hilkene has been appointed to the boards and other advisory positions for environmental organizations and charities such as the George and Helen Vari Foundation, the Ontario Great Lakes Renewal Foundation, the Riversides Foundation, the Natural Step Canada and the Dean’s Advisory Committee, Faculty of Environmental Studies, York University.

Mr. Hilkene has shared his expertise in Canada’s environmental policy and planning through international presentations and publications, such as:  Raising the Bar:  The State of Corporate Environmental and Social Reporting in Canada, Greening of Industry Conference, Goteborg, Sweden, 2002; The Role of the Public Sector in the Development and Transfer of Environmentally Sound Technologies:  Canadian case study, United National Environment Programme, 1999; and The Media-Policy Link:  The Relationship Between News Reporting and Environmental Policy Development -- A Case Study on the Don Watershed, Faculty of Environmental Studies, York University.

Mr. Hilkene participated in SPR's 2004 study for Environment Canada on Client Segmentation where he provided strategic advice, assisted in the design of the key informant interviews and reviewed the final report for the study.
