Dr. Patricia Streich

Experience: Dr. Streich has been involved in housing policy and evaluation research for more than 20 years, having conducted evaluations of major Federal
social housing programs such as the Residential Rehabilitation Assistance Program (2003); Co-operative Housing Program (2003);
Urban Social Housing Program (1999); and Non-Profit, Rent Supplement and Urban Native Housing Programs.
Several of these major Federal evaluations have addressed issues of family violence: Project Haven Program (1995); Next Step Program (1997); and CMHC's Shelter Enhancement Program (2002, 2008). She has extensive experience collaborating with inter-departmental
committees and other Federal departments on Reports to Parliament on the Family Violence Initiative (FVI) and with Statistics Canada to enhance data related to family violence in Canada.
Homeownership Studies: Dr. Streich was responsible for planning and managing an Evaluation of the Canada Mortgage Bonds Program
(CMHC, 2008) and in 2003-04, she planned and managed an Evaluation of the Homeownership Education Training Pilot Program (HETP)which
assessed the relevance, success and cost-effectiveness of a seminar method of providing homebuying information to Canadians. The evaluation involved
an assessment
of the contribution of training session information to decision-making of first-time homebuyers enrolling in the seminars, and the
comparative effectiveness of other information provided through standard CMHC publications. Other CMHC evaluations in which Dr. Streich has been involved include the Assisted Homeownership Program (AHOP) and Homeownership for Lower Income Canadians. Studies of reverse mortgage annuity plans which she has conducted include: A Feasibility Study of the Market for Reverse Mortgages and Home Annuity Plans
(Alberta Department of Housing & Public Works, 1979); and A Pilot Study of Lender Attitudes to Reverse Mortgages (CMHC, 1980).
Major Evaluations: Dr. Streich has completed numerous evaluations on CMHC Research and Information, including: Research, Information and Communications Programs
Evaluation (1997); and Directed Research Program Evaluation (2002), which used a cost-benefit method to determine
the value of CMHC research programs. In addition to Federal housing evaluations, Dr. Streich has completed major studies for several provinces and municipalities, as a
member of a special task force on Housing & Rent Control in B.C. (B.C. Ministry of Housing and the Attorney General, 1975); a New Rent
Scale for the Northwest Territories (NWT Housing Corporation, 1977); Edmonton Non-Profit Housing Policy (City of Edmonton, 1979);
Assessing Municipal Non-Profit Rental Housing Requirements (Ontario Ministry of Housing and Peel Region, 1980); and A Study of Service Need and
Use by Public Housing Tenants (Ontario Ministry of Housing, 1984).
International studies include: Multi-Family Federal Rental Housing Assistance Programs in Canada and the
US: A Comparative Study (for CMHC and the US Department of Housing & Urban Development, 1978); Housing Affordability Problems and Housing Need in
Canada and the US (Report of a Joint Canada/US Study, 1980); and team member with a CMHC International on Review of Finland's Housing Policy (Finland Ministry of the Environment, 2002).
