Ms. Sylvie Baillargeon

Ms. Baillargeon has been involved in SPR projects since 1979, during which time she has led most of SPR's French-language and bilingual research.

SPR Projects: Some of her recent SPR projects include: Evaluation of the Tourism Careers for Youth Program; Evaluation of Canada’s Participation in EXPO 2000 in Hannover, Germany (Ms. Baillargeon conducted a site visit to EXPO 2000 as part of this evaluation, where she interviewed key stakeholders involved in Canada’s participation in EXPO 2000) (for the Department of Canadian Heritage). She also participated in SPR's 2002 Evaluation for the Women in Trades and Technology National Network and HRDC).

Other SPR projects have included: Evaluation of the Federal Contractors Program (for HRDC, 2000-2001); Evaluation of HRDC Information Products (for HRDC, 1999-2000); Evaluation Federal Labour Standards (for HRDC, 1996-99); Evaluation of Part III of the Canada Labour Code (Phases I and III) (for HRDC, 1996-2000); Evaluation of the Special Measures Initiatives Program for Employment Equity in the Public Service of Canada (for Treasury Board Secretariat, 1998); Study of the Next Step and Project Haven Programs against Family Violence (for Canada Mortgage and Housing Corporation, 1992-96); Survey of Urban Native Housing in Canada (for Canada Mortgage and Housing Corporation, 1993-95); Study of the Canada Pension Plan -- Disability Component (1995-96); and Evaluation of the Fairs and Missions Program (for External Affairs Canada, 1994).

Other projects that Ms. Baillargeon has conducted include: Avantages Montréal, a project with the Montreal business community, aimed at boosting Montréal's business development; and Étude sur le développement de la main-d'oeuvre féminine (for HRDC and the Société québécoise de développement de la main-d'oeuvre, 1995), to develop partnerships for the integration of women into the workforce. Ms. Baillargeon has also provided consultation on topics related to the development of the information highway for Ministère de la Culture et des Communications Secrétariat de l'autoroute de l'information.

Based in Montréal, Ms. Baillargeon has proven herself to be a skilled researcher who is able to deal effectively with stakeholders in Québec. These skills were illustrated in her 1992-94 work on SPR's Project Haven Evaluation, where she provided extensive assistance to CMHC's Program Evaluation Division's consultations with Québec Transition House Associations. Ms. Baillargeon has a Masters Degree in Urban Planning and is fluently bilingual.
